Constitution of the Retired New York City (N.Y.C.) Shields of Georgia

 
Article I : Name

 
Section 1-  Name
 
            The name of this Association shall be called the Retired New York City (N.Y.C.) Shields of Georgia.


Article II : Purpose


 
Section 1-  Mission Statement -   The purpose of this Association is to perpetuate the memory and the spirit of the men and women of the Firefighting and Law Enforcement profession, and to provide a forum for social and fraternal activities.

 

Article III : Membership

 
Section 1- Classifications-   The membership of this Association shall consist of Charter, Active, Associate and Honorary members.
 
A) Charter Member - 
                    1.  Any persons that joined the Association from any state agency on or before 0000December 31, 2008, will be considered a Charter Member of this Association. Dues shall be $25.00 per annum.                                                                                                                                                            B) Active Member –
                     1.  Any persons who join the Association after January 1, 2009, must be retired from F.D.N.Y. (ALL ranks) and N.Y.P.D. (ALL ranks) to be considered an Active Member of this Association. Dues shall be $25.00 per annum.
C) Associate Member –
                      1. Any persons who does not meet the requirements for Active membership.
                      2. Consideration for Associate membership may be bestowed upon any individual sponsored by an active member.
                      3. A unanimous vote by all members present at any regular meeting of this Association is required for Associate membership. An Associate member may attend meetings and social functions of the association and may have a voice on the floor, but no vote of any matter concerning the Association.
                      4.  An Associate members dues shall be $25.00 per annum.
                      5.  An Associate member shall not attend an “Executive session” of the Association.
D) Honorary Member –
                      1.  A candidate for Honorary membership to the Association may be submitted by any active member of the Association.
                      2.  This honor may be bestowed upon any candidate who has displayed worthiness for said recognition.
                      3.  A unanimous vote shall be required by a quorum of active members present at a regular meeting of the Association.
                      4.  An Honorary member may attend regular meetings of the Association and social functions. 
                      5.  An Honorary member may be recognized at a regular meeting of the Association however they have no vote on any matters concerning the association.
                      6.  An Honorary member is exempt from Association dues.
                      7.  An Honorary member shall not attend an “Executive session” of the Association.
 
 
 
 

Article III : Membership continued


 
Section 2-Application-   Procedure for selection of membership shall be by application, and submitted to the membership committee for review. Upon approval, the application is to be presented to the full membership for approval, and must pass by 2/3 vote at the next regular meeting.
 
Section 3- Dues-
Dues for this Association shall be $25.00 annually.  Dues will be collected in November of the previous calendar for the following membership year.   A member failing to pay their dues by the 30th of November will not be considered a “member in good standing.”  All members approved for membership during the calendar year will be responsible to pay their dues upon membership approval.  Dues collected from new members after August 31st. will be considered membership for the following year.
 
Section 4- Responsibilities-   It is the responsibility of all members to attend Association meetings and/or activities.
 
 
Section 3- Non Discrimination Policy-  This Association and its members shall not discriminate against any individuals for reasons of race, natural origin, religion, gender, age, veteran status, sexual orientation, and/or ability status.
 

Article IV : Officers

 
 
Section 1-The Officer's of this Association shall consist of:
 
            A) President-   The president shall preside over the assembly of this Association at its meetings, and other activities.
            B) Vice President-   In absence of the President the Vice President shall preside over the responsibilities of the Association.
            C) Secretary-   The secretary is the recording officer of the Association, and the custodian of its records.
            D) Treasurer-   The Treasurer of this Association is the officer entrusted with the custody of its funds.
 
 
Section 2- Qualifications of each office-    The member must be classified as “Charter” or “Active.” The member must be of good moral character. A member must be in “good standing” to be eligible to run for a position on the Board of Officers of the Association.
 
Section 3- Term of each office-   The term of each office shall be for (1) year. The term shall be from January 1 to December 31. The Association elections shall be held at the December meeting.
 
Section 4- Vacant Officers-   Should an officer's position become vacant during his or/her term, nominations and a special election will take place at the next regular meeting.
 
  

Article V : Meetings

 
 
Section 1- Regular meetings-   Regular meetings of the Association shall be held on the first Friday of each month, unless otherwise stipulated by notification via the website, and/or email.
 
Section 2- Rules of Order-   Regular meetings shall be governed under "Roberts Rules of Order."
 
Section 3- Executive Session-   Any Charter or Active member can request at any regular or special meeting through the chairman an “Executive Session” to discuss business pertaining to the welfare of the Association and its members. An executive session excludes Associate and Honorary members.
 
Section 4- Special Meetings-   Special meetings of the Association shall be held as required.
 
Section 5- Quorum-    A Quorum shall consist of 10 Active members of the Association, for all regular and special meetings. 


 

Article VI : Amendments

 
 
Section 1-Constitution Amendment-   The Constitution shall be amended by a vote of 2/3 of the membership that is present at any regular or special meeting.
 
Section 2-Amendment Changes-   Provision for advanced notice of a proposed amendment shall be posted on the website, and notifications will be made by email.             
 
 

Article VII : Selection of Officers

 
 
Section 1- Elections-   The selection of officer's shall be done by reference of "Roberts Rules of Order."
 
Section 2- Removal of Officer-   The provisions for removal of an officer shall be done by reference of "Roberts Rules of Order."
 

Article VIII : Committee's

 
 
Section 1- Forming a Committee-   All permanent committee's shall be appointed by the Officer's of the Association.
 
Article IX : Rules of Order
 
 
Section 1- Rules-   The Association shall be governed by "Roberts Rules of Order" in cases when it is applicable, and consistent with the Association's Constitution.
